Abstract: Research related to inclusive education in regular schools is still minimal. This is a great opportunity for researchers to explore more deeply related to policy implementation on the object of study. There are indications that inclusive education in North Sumatra is not running optimally, therefore this research is increasingly interesting how the massive launching carried out in 2015 had an insignificant impact on the implementation of inclusive education. To analyze the mechanism for providing education for children with special needs in regular schools that provide inclusive education in North Sumatra. To analyze the role of SLB support as a companion to regular schools in providing inclusive education in North Sumatra Province. This type of research is descriptive. This study uses a qualitative approach that aims to describe and analyze phenomena related to public services in the implementation of inclusive education at regular schools in North Sumatra Province. The results of this research see that the decree issued as a form of responsiveness to Permendiknas no. 70 of 2009 is indeed a necessity, but the seriousness of the provincial government regarding a regulation is of course the issuance of derivative regulations or a response to regulations issued nationally related to inclusive education. This is what is not seen in North Sumatra Province. After the big declaration of inclusive education in 2015, there has not been any binding regulation on inclusive education in North Sumatra. However, in relation to inclusive education, the three schools designated as providers of Inclusive education for SMA / Ma level still run the rules and accept ABK in schools. The conclusion in this study is that the role of SLB organizers who accompany regular schools in providing inclusive education in North Sumatra Province has never been carried out. This is because communication between the North Sumatra Education Office, regular schools that provide inclusive education and special schools as support staff has never been carried out. Inclusive education services in regular schools in North Sumatra Province which implement the policy of inclusive education, reflected in Permendiknas No. 70 of 2009, are not running well. This can be seen from regulations at the provincial and district levels in North Sumatra which never existed as a translation of Permendikbud No. 70 of 2009 concerning Inclusive Education.

Abstract: This study is part of Phd thesis about the effects of the complexity of the institutional framework on the operation of the local governance in Greece and it will compare the responsibilities of local government in Greece and Spain. More specifically, the different levels of local government will be compared, with a greater focus on the municipalities, in order to capture the differences and similarities that exist between the two countries. In addition, the research will examine the degree of complexity of responsibilities as well as the areas in which they extend. Based on the legislative and institutional framework of both countries, responsibilities will be compared in areas such as local development, social policy, education, etc. The content of local government is the administration of local affairs according to the needs of local communities, in these article we study the way this local government designs its structure and way of working for this purpose.

Abstract: Organisational Performance Measurement (OPM) is a recognised management tool for business success, however it is under-reported and potentially under-utilised by non-acute health charities. This is the first study to recommend a set of methodological implementation factors for OPM in health charities that provide non-acute services. These factors consider the sector’s unique governance, stakeholder and service delivery requirements. A cutting and sorting thematic analysis of data extracted from eligible sources of a PRISMA systematic literature review was used to generate a set of implementation factors and operating elements for organisational performance measurement (OPM) in non-acute health charities. These were then compared to OPM implementation factors for-profit, government and other not-for-profit. The study found 30 operating elements categorised into five implementation factors for successful OPM implementation for health charities: 1) OPM Implementation Plan (9 elements); 2) Commitment (5 elements); 3) Organisation Understanding and Learning (8 elements); 4) Alignment, Integration and Resourcing (5 elements); and 5) Measures and Indicators (3 elements). These factors were packaged as the Framework for Non-Acute Health Charity Performance Implementation (NCPI Framework). The NCPI Framework may support the uptake of OPM within the sector. Case study evaluations of the NCPI Framework will now add value to its continued development.

Abstract: The form of deviation in the application of outsourcing policy and the system of work agreement for a certain time include: (1) the company has not classified the core and noncore business; (2) outsourcing workers and contract workers are not included in the worker's social security program, (3) outsourcing workers have no job security, career guarantees, and continuity of work; and (4) the tendency of job hire companies and employment service providers to pay wages lower than the regency minimum wage. Irregularities in the implementation of outsourcing policies led to conflicts of interest, disharmonious organizational communication, and mistrust of workers towards management. This problem triggerred demonstrations and strikes by workers and trade unions. On the other hand, supervision and guidance from the local manpower office had not been effective. Therefore, the role and existence of trade unions were necessary to fight for workers 'rights and legal certainty to protect workers' rights. The results of this study revealed the existence of trade unions through mass demonstrations nationally and to reject the outsourcing system can pressure the East Java Governor to conduct a moratorium on outsourcing and the Indonesian government to design Omnibuslaw outsourcing. On the one hand, Omnibuslaw aims to facilitate the outsourcing system and on the other hand provides a favorable compensation for workers in the form of a pension guarantee. Previous research showed that trade union advocacy on the implementation of the Law of the Republic of Indonesia No. 21 of 2000 produced a model of trade union advocacy and the role of trade unions in determining district minimum wages. This research was a downstreaming from previous research conducted at employer companies, union outsourcing companies, and labour agencies in East Java.
