Abstract: The policy is not just a decision, it is a process involving all actions that arise from the time of the problem, and eventually leads to the evaluation of the results of the policy implementation. in general, the policy is a sustainable pattern that responds to different and sometimes contradictory expectations and motivates the audience to draw their attention to problems. public policy is defined and defined how to allocate public resources to each of the sectors and areas and how government and system interact with the public of the public. Human life today has been linked to public policy-making in every way, and every moment of his life has a relationship with public policy in some way. Issues such as environmental pollution, public health, education, social security, continuity of public services and many other issues place within the context of public policy-making. Public policy-making includes components that are so called objective, content and effect. Objective is a destination where a public policy is formed to reach. Public policy-making, in a simple process, consists of three main phases of formulation, implementation and evaluation, and its importance in the development of communities is obvious to anyone. The formulation and implementation of policy-making in Iran’s organizations is accompanied by problems. This study is fundamental research in terms of objective, and review and library research in terms of nature and implementation method, and it is the result of author’s study and collection from various references.

Abstract: Local communities are an inseparable part of tourism destinations. The integration of local communities in the planning and development of tourism destinations is intended to ensure that local communities have the space and opportunity to participate in the tourism planning process. The integration framework starts with a basic understanding of tourism destinations. Community-based tourism is tourism development with a high level of local community involvement and can be accounted for from social and environmental aspects. Usually, the community's main source of income remains as before, for example from agriculture, plantations, or fishing. It is hoped that the income from the tourism sector can be an added value in gaining the economy amid the uncertainty of the COVID-19 pandemic in Indonesia. The main objective of this research is to examine and identify the potential for developing community-based creative tourism in Bintan. The process of data analysis includes understanding and compiling primary and secondary data that have been obtained methodically. The findings of the analysis and interpretation of this research data are used to develop the concept of community-based creative tourism in Bintan based on the city's potential to create creative zones centered on seven creative industries. in Bintan with the idea of sustainability and community empowerment to attract visitors, especially tourists from Singapore, due to Bintan's proximity and strategic position to Singapore. Of course, this is an opportunity that must be exploited in terms of attracting international visitors to Singapore as well as domestic tourists. At the same time, it is projected to increase tourist visits to Indonesia, especially to Bintan.

Abstract: In the management of border areas, there are often prolonged conflicts that have the potential to threaten Indonesia's defense. Kepulauan Riau Province is one of the areas directly adjacent to the sea with neighboring countries. The purpose of this paper is to identify the Policy Strategy in the Management of the Regional Government of the Kepulauan Riau Province in the Border Area. The research method uses a qualitative approach to literature study, analysis using triangulation. The results of the study indicate that there is a need for sustainable management by local governments to create border management based on international cooperation. In addition, researchers also provide recommendations that stakeholders involved in border management should prioritize the interests of the community above other interests, this is because people who understand border conditions at sea are due to their activities dealing with several problems in border areas in the Kepulauan Riau Province that must receive attention. specifically, both local government and central government. In addition, the Indonesian border can be a policy guide for the Central Government and Regional Governments that have border areas. With a comprehensive management policy, it is hoped that the development of border areas can be carried out in a more planned, programmed, directed, and measurable manner. It is hoped that the policy on this grand design can be included in the revision of laws and regulations and regional regulations related to the management of border areas. Some of the recommendations that emerged were strengthening various institutional fields, making comprehensive policies to accelerate the development of border areas, improving the quality of public services, to expanding the development of economic infrastructure and agricultural industries that can support improving the welfare of people in border areas.

Abstract: Historically, Vietnam’s geographical power was more or less improved, partly due to the “Southward March” of the Vietnamese feudal government and the “Territorial Development” policy of the French colonialists. However, due to the low emphasis on private trade, limited foreign trade and more priority given to the mainland than to the sea, little investment in building technical infrastructure of the Vietnamese under the monarchy, the monopoly of foreign trade of the French colonial government as well as the country of Vietnam was always divided and warred, so the geographical potentials of Vietnam have not been properly exploited. From 1986 up to now, due to the renewal of geo-strategic awareness and actions, especially in proactive international integration, promoting investment in the development of sea and land infrastructure, the power of Vietnam’s geography is improving quite rapidly. However, geopolitical competition pressure from the East Sea (South China Sea) and Mekong Sub-region is increasing, particularly China’s ambition to monoplize the East Sea as well as the trend of gathering world forces on sides and axes, the decline of multilateralism and globalization due to strategic competition from major countries are creating great challenges for Vietnam's geographical power. In a new context, Vietnam can become a center for attracting foreign investment, a regional trade bridge, an “anchor” in security-defence in the Western Pacific-Indian Ocean. Conversely, Vietnam could become a geopolitical disaster because of its geographical and political sensitivities in the region. This largely depends on Vietnam's renewed efforts to expand its strategic space, both in geo-physical and cyberspace.

Abstract: This article comes about with the objective of analyzing the dilemmas that come out in the current configuration of power in Mozambique particularly in the decentralized governance. The main argument that guides this article is that in the Mozambican political scenario, there is a paradox in decentralized entities, because of geographical coincidence between the municipality and the district, and the spaces of governmental protection of each power are intertwined. However, this overlapping of powers at the local level, that is, the existence of local authorities, the provincial governor, the secretary of state in the province, in the places where there is a geographical coincidence between the municipality and the district forms a dilemma for the effective decentralized governance. The question that guides this research is: “What are the dilemmas arising from the decentralized governance package in Mozambique?” This article was developed from a qualitative approach, which privilege to the legal-multidisciplinary perspective, centered on the political history of Mozambique, observing the procedure of critical reflection from a political perspective of documents related to the process of decentralization in Mozambique. Therefore, it is possible to conclude that with the creation of the decentralized governance package in Mozambique, the central government intends to continue to control as it always did, the decentralized areas, by instituting the figure of the Secretary of State. This constitutes an adulteration or interference with the autonomy that decentralized areas enjoy by law.

Abstract: County governance can be improved by catalyzing youth participation at the local levels. This research sought to gauge the status of governance in the counties. This study was guided by the theory of Positive Youth Development. The study adopted a case study research design. The study was carried out in Tharaka-Nithi County. The target population of the study was 393,177, the adult population of the county, and the accessible population (N) was 3,698, which was the youth population in the county that is politically active. From this, a sample of 36 was selected purposively. Among them, 28 were interviewed using focus group discussions, and 8 participants used key informant interviews to give in-depth information on youth participation in governance. The focus group discussion guide and interview schedule were the instruments of data collection. The instruments were given to colleagues for validation. Qualitative data were analyzed using a thematic content analysis approach with the help of MAX. Qda software. The findings of this study are of importance to the policy practitioners and county government officials in their bid of enhancing youth participation in governance.

Abstract: This research focused on examining the mechanisms of youth participation in governance in Kenya. The researchers limited their investigation to Tharaka Nithi county’s four sub-counties. The study used a concurrent triangulation mixed-method research design which involved both quantitative and qualitative data collection phases simultaneously, then analysing the results. A total of 156 respondents were involved, 39 from each sub-county. The findings of the study were that the majority of the participants obtained governance training through the civil societies, followed by mass media, then the community, then politicians, and lastly the chiefs, however, they were not adequately involved in governance processes. Participants were taught how to monitor and ensure the following; accountability, transparency, participation, efficiency, rule of law, effectiveness, and responsiveness. This has an implication that the youths were trained on civic engagement, accountable decision making, and effective public service delivery in the whole Tharaka Nithi County. The training improved the youth’s understanding of participation in governance. It was determined that 71.7% of the predictor factors account for training offered having improved the youth’s understanding of participation in governance in Tharaka Nithi County. There are however other factors other than the predictor factors that also accounted for the training offered having improved the youths’ understanding of participation in governance in Tharaka Nithi County. These unexplained factors account for 28.3%. The study, therefore, recommends that the youth be more involved in governance because they have sufficient training and can make rational decisions.
